"O Prophet! Tell your wives and your daughters and the women of the believers to draw their cloaks (veils) all over their bodies. That will be better, that they should be known (as free respectable women) so as not to be molested. "(Al-Ahzab: 59)

Therefore, the main reason (‘illah) for the above ruling is to prevent Muslim women from being molested by wicked men. Attires that displays womens beauty (in the way she walks, talks) can be an indirect invitation and taken by men as being teased which can lead to immoral behaviour.
"But then," some women asked from curiosity,"why did the Al-Quran say that by wearing hijab could prevent women from being molested, whereas we still find women who wears veil being raped and even worse sometimes strangled to death using their veil?"
If we observe from the above ayat, we shall see that it is prescribed to all women in general. And if most women does not observe Allah's rule and continue to wear indecent clothing, then sadly, the hijab may no longer prevent molestation.
Therefore it is imperative that we continue to understand that in essence, the ayat in reference to all women, is responsible towards the safety of another woman. This can be done by properly observing the requirements to cover their 'aurah'. If for example, one woman is planning to wear an indecent attire, she should bear in mind that she may be jeopardizing the safety of another woman because her appearance may cause to arouse the desire of an irresponsible male.
So ladies be aware that your aurah is the biggest challenge for all males. With the beauty that Allah SWT has granted upon you, it serves not only as a test for men but also unto yourself to protect your own species.
Allah s.w.t. says in the Al-Quran, (Al-Imran, ayat 14):
زُيِّنَ لِلنَّاسِ حُبُّ الشَّهَوَاتِ مِنَ النِّسَاء وَالْبَنِينَ وَالْقَنَاطِيرِ الْمُقَنطَرَةِ مِنَ الذَّهَبِ وَالْفِضَّةِ
Alluring unto man is the enjoyment of worldly desires through women, and children, and heaped-up treasures of gold and silver.
Clearly, this means to say that a man's main desire is towards women.
